Kenneth J. Flanagan, 51, Manawa, was charged with violating the terms of the state sex offender registry.
In May 1999, Flanagan was convicted in Waupaca County on two felony counts of forcing a child to view sexual activity. He was sentenced to five years in prison and ordered to register as a sex offender.
On Sept. 17, 2013, the Wisconsin Department of Corrections mailed a registry form to Flanagan’s last known address.
After Flanagan failed to return the form, a DOC agent attempted unsuccessfully to contact him by phone and in person. Manawa police have also been trying to contact Flanagan.
A warrant was issued for Flanagan’s arrest on Jan. 14.
