Inmate charged with battery

A Waupaca man is charged with substantial battery after a fight sent a Waupaca County jail inmate to the hospital.

Matthew A. Locadio-Alquinzon, 31, is accused of beating Kevin R. Russell, 35, Wisconsin Rapids, and fracturing the orbital bone around his eye.

On the morning of Sunday, May 10, Waupaca County Corrections Officer Susan Bartel was working the second-floor control room when she saw Locadio-Alquinzon and Russell squaring off to fight. She ordered a lockdown, but the prisoners did not return to their cells. Bartel then called for backup.

According to the criminal complaint, Locadio-Alquinzon hit Russell several times, knocking him to the floor, then kicked him in the stomach.

Locadio-Alquinzon is serving a 12-month jail sentence after his probation was revoked in December 2014 on a disorderly conduct conviction.

Russell was in jail on a $50,000 cash bond pending a jury trial slated for July. He is a safekeeper inmate from Wood County who is charged with reckless injury involving a knife.
