Development project planned in Waupaca

Plan Commission approves concept

The development of a proposed project on West Fulton Street now continues following the June 10 approval of its conceptual site plan by the Waupaca Plan Commission.

On Friday, June 12, James Moyer applied for a rezoning of the property at 705 W. Fulton St. and also a special use permit to allow for the operation of a clinic in the proposed facility.

The former Kraft facility is currently zoned Light Industrial District.

Moyer’s proposal calls for the construction a 10,000-square-foot building on the property.

Fox Valley Hematology and Oncology would lease 3,500 square feet of it, and Anytime Fitness would lease the other 6,500 square feet.

This is the second site proposed for the project.

On May 5, the Waupaca Common Council approved Moyer’s request for a special use permit for the same project, but across the street at the corner of West Fulton Street and Hillcrest Drive. Jon and Carol Peotter own that property.

During last week’s plan commission, Development Director Brennan Kane said Moyer withdrew his previous applications, citing challenged related to financing and site development.

Moyer’s new proposed location would require the demolition of the former Kraft facility.

With Fox Valley Hematology and Oncology wanting to be in the facility by mid December, Kane brought the latest plan before the Plan Commission for consensus.

“Due to the withdraw of the project and move to another site, they are under an extreme timeline to get the clinic in,” Kane said. “We will need a full rezone of the property and a special use permit for the clinic. Those applications will need to be in the office by Friday (June 12) to meet the timeline.”

Moyer met that timeline, which means those topics are now targeted to go before the plan commission on July 8 and before the council on July 21.

The discussion during last week’s Plan Commission meeting included the placement of the building, parking lot and driveway.
It was also noted that other specialty practices are interested in coming to Waupaca, with a medical campus possibly envisioned for this site.

Moyer said Fox Valley Hematology and Oncology’s desired occupancy date of Dec. 15 will not change.

“With the changes, that set us back a bit,” he told the plan commission. “Our general contractor feels confident we can get the tenant built out.”

For Moyer and his wife Jennifer, this would be their sixth Anytime Fitness project. They currently own four other facilities.
