Warming shelter opening delayed

Foundations for Living has delayed the Oct. 1 opening of its warming shelter on Churchill Street in Waupaca.

“We have come across a code issue that we were unaware of until now,” said Robin Madson, FFL’s executive director, “but we are working to comply with all codes.”

John Lust, the building inspector for the city of Waupaca, informed FFL that if a property changes its use, then the state requires that new building plans be sent to the state for approval.

However, municipal authorities may issue a temporary permit that does not require review if the use is seasonal and the building will be used for less than 180 days.

Madson and Bob Viste, a member of the Warming Center Steering Committee, met with Lust, City Development Director Brennan Kane, Waupaca Fire Chief Jeff Olson and architect Bob Acord.

In order for the warming shelter to open, FFL must install a fire sprinkler system and make the bathroom fully compliant with accessibility guidelines.

“We are working diligently to comply with the codes and assure the safety of the Warming Center,” said Madson. “We will be working with Firestoppers to install the sprinkler system and with local volunteers to bring the bathroom to ADA standards.”

While the opening date is still undetermined, Madson and the Warming Center Steering Committee hope to have it open before the snow flies.
