Another heroin bust

Two more people face heroin charges after an undercover operation in Waupaca.

Patrick A. Leopold, 24, Iola, and Alisha L. Feltz, 23, Waupaca, are both charged with felony delivery of heroin.

According to the criminal complaint, a confidential informant (CI) arranged to meet with Leopold and Feltz.

Waupaca County Deputies Pat McClone and Tim Myers and Detective Sgt. Brian Hoelzel, with the Waupaca Police Department, were working with the CI.

The CI arranged to meet Feltz and Leopold at the McDonald’s parking lot in Waupaca at approximately 11:30 a.m. Monday, Aug. 3.

At 11:35 a.m., a green Pontiac Grand Am pulled into the parking lot. Police identified Feltz as the driver and Leopold as the passenger.

According to the criminal complaint, Leopold exited the Pontiac and went into the CI’s car. The CI reportedly paid Leopold $120 for three bindles of heroin and $5 for gas.

The Pontiac left the McDonald’s parking lot, then turned into the parking lot at Pick n’ Save, the complaint says.

Then the Pontiac drove to Dollar General’s parking lot, and the CI was informed the meeting place had been changed.

At 11:54 a.m. Leopold was seen entering the CI’s car, then returning to the Grand Am and leaving one minute later.

At 12:02 p.m., the CI turned over three bindles of heroin to Deputies McClone and Myers.
