Suspect back in jail on $20,000 cash bond

Police say a man who was released from jail in October on two cash bonds was arrested again after selling heroin to an informant in November.

Allen L. Taylor, 28, Waupaca, is charged with two counts delivery of heroin and two counts felony bail jumping.

According to the criminal complaint, Taylor sold 0.2 grams of heroin to a confidential informant for $90 on Nov. 2 and Nov. 5.

Investigators say the first sale was made in the parking lot on the 700 block of 10th Street, while the second sale was made at Taylor’s home on the 300 block of North Street.

On Nov. 21, as officers were arresting him for the alleged heroin sales, Taylor received a text message from Karena Allen, 26, and Ian Nowland, 29, both of Waupaca.

One of the arresting officers, Waupaca County Investigator Nick Traeger, suspected the message to be about a drug transaction.

Taylor told Traeger that Allen and Nowland wanted to sell him a “point” (1/10 ounce) of heroin for $40, the complaint says.

Traeger then located Allen and Nowland in a car parked at the intersection of North Washington and Granite streets in Waupaca.

Allen and Nowland reportedly said they sent Taylor a text message, attempting to sell heroin to him.

Traeger reported finding an empty plastic gem bag on the ground below the passenger’s door and two gem bags with heroin residue outside the driver’s door.

Numerous gem bags were found inside the vehicle, including one with three 500-gram amoxicillin pills that require a prescription.

A small digital scale was found also in Allen’s purse, the complaint says.

Allen is charged with possession of narcotics as party to a crime, two counts of felony bail jumping and possession of drug paraphernalia.

At the time of her arrest, Allen was out of jail on a $2,000 signature bond with the conditions that she not commit any crimes and not possess illegal drugs.

On Oct. 8, she was charged with possession of narcotics and possession of methamphetamine as party to a crime.

Allen is currently in Waupaca County jail on a $1,000 cash bond.

Nowland is charged with possession of narcotics as party to a crime and possession of illegally obtained prescription drugs.

He has been summoned for an initial court appearance on Dec. 18.

Taylor has been in frequent contact with local law enforcement this year.

On Oct. 8, Taylor was charged with possession of narcotics and possession of methamphetamine as party to a crime.

He was released after posting a $1,000 cash bond.

On Oct. 22, Taylor was charged with disorderly conduct and felony bail jumping.

He was released after posting a $500 cash bond.

On Nov. 12, Taylor was charged with misdemeanor theft and felony bail jumping and released on a $2,000 signature bond.

Area police have issued 12 traffic citations against Taylor since Oct. 22, including five for operating with a suspended license.

Taylor currently remains in custody on a $20,000 cash bond.
