Officer saves drug user’s life

Store clerks found woman on bathroom floor

Ilysha M. Bishop, 31, Tomahawk, is charged with possession of narcotics, possession of marijuana, possession of drug paraphernalia and felony bail jumping.

At 7:25 a.m. Sunday, March 17, Waupaca Police Officer Diana Flatoff responded to a report that a woman was passed out on the bathroom floor at the Kwik Trip on County Trunk QQ.

Flatoff found the woman lying on the floor, partially in the stall.

The woman, later identified as Bishop, had vomited and was taking jagged breaths.

Flatoff turned Bishop over and noted that she was sweating, her eyes were rolled back and she had a weak pulse.

Flatoff administered about 20 chest compressions and Bishop took a large gasp of air and tried to speak, but she continued having difficulty breathing.

Flatoff continued to do chest compressions until paramedics arrived and administered Narcan.

Bishop was transported to ThedaCare in Waupaca.

According to the criminal complaint, Bishop told the paramedics that she had snorted heroin.

Officers searched the restroom for drugs or drug paraphernalia, but found nothing.

Later, brown heroin was found in a cellophane wrapper folded in a sheet that was in the hospital laundry.

Officers also reported finding marijuana in Bishop’s vehicle.

On Tuesday, March 5, Milwaukee County placed Bishop on three years of probation for felony identity theft.

On Monday, March 4, Waukesha County placed Bishop on two years of probation for felony identity theft.

On Nov. 28, 2018, Bishop was charged in Fond du Lac County with two counts of felony bail jumping and one count of possession of drug paraphernalia. She was released from custody after posting a $100 cash bond.

Waupaca County released Bishop on a $5,000 signature bond.
