Felon arrested for loaded handgun

Suspect threatens to kill officers, their families

Steven D. Franklin, 32, Appleton, is charged with felon in possession of a firearm, three counts of threatening officers, felony spitting at an officer and obstructing an officer.

At 8:17 p.m. Thursday, March 28, Clintonville Police Officer Cody Rollin was eastbound on U.S. Highway 45 when he saw a vehicle with its headlights off.

According to the criminal complaint, Rollin followed the vehicle into the Kwik Trip parking lot and the driver exited his vehicle.

Although Rollin told the driver to return to his vehicle, he allegedly ran into the store.

Officer Anthony Arrieta arrived and covered the east side door, while Rollin covered the south front door.

The driver then ran from the store, through the parking lot and across U.S. 45 to the Klein Chevy dealership.

Rollin was about 5-10 feet behind the driver.

He attempted to subdue the fleeing man with a stun gun, but it was ineffective.

Rollin ordered the man to lay down and he complied. He was handcuffed.

Initially, the man would not tell the officers his name.

He reportedly said he ran because he was afraid because police shoot black people.

Later, the man told the officers his name was Jarvis Neely, the complaint says.

While Rollin was questioning the man, Arrieta spoke with Kwik Trip employees who said they found a handgun in a shopping basket.

The .45-caliber handgun was loaded with 11 rounds in the magazine and one in the chamber.

Waupaca County Deputy James Santiago arrived with his K-9 partner who alerted for the presence of drugs.

Officers then found a box of 45-caliber ammo and two boxes of 9mm ammo in the trunk, along with a scale with white residue and ID that indicated the driver’s name was Steven D. Franklin.

A records check indicated Franklin had numerous aliases, including Steven N. Franklin, Steven D. Neely and Steven D. Franklin-Neely. He is also known as Short Dog.

Police say Franklin began “screaming at the top of his lungs,” repeatedly threatening to kill the officers, their families and the K-9.

Franklin is also accused of spitting at Santiago.

He is currently in custody on a $5,000 cash bond.

At the time of his arrest, there was a parole hold on Franklin.

Franklin has been in and out of prison over the past dozen years.

In June 2004, Milwaukee County sentenced Franklin to one year in prison for auto theft and 18 months in prison for possession of cocaine with intent to deliver. The terms were served consecutively.

In February 2008, Milwaukee County sentenced Franklin to nine years in prison and five years of extended supervision for attempted armed robbery.

He was released on extended supervision on Aug. 16, 2016, then arrested for disorderly conduct and criminal damage two months later in Dodge County.

On Feb. 5, 2018, Franklin was charged with obstructing an officer in Winnebago County.

On April 20, 2018, Franklin’s extended supervision for the robbery was revoked, and he returned to prison.

He was released on extended supervision on Nov. 13, 2018.

On Feb. 22, 2019, Franklin was charged in Outagamie County with criminal damage to property and disorderly conduct.
