Man charged with felony OWI

Suspect accused of eating while shopping

Mark H. Tompkins, 61, Wautoma, is charged in Waupaca County with a fourth OWI.

Shortly before 10 p.m. Sunday, July 21, Waupaca County Deputy Adam Labrosse and Waupaca Police Officer Tom Grant responded to a complaint at Kwik Trip on County Trunk QQ, in Waupaca.

Witnesses told the officers a man, later identified as Tompkins, ate nacho cheese straight from the dispenser, grabbed food from the heating roller with his hands and left a half-eaten hot dog on the counter.

He was also accused of yelling and throwing money at the clerk.

When officers confronted him in the store’s parking lot, Tompkins reportedly said he became upset because there were no buns for the hot dogs.

While being escorted to the jail, Tompkins said he wanted Grant to report he suffered from TBI (traumatic brain injury), diabetes, gastric issues and chronic pain.

He said he was taking medications for those conditions.

According to the criminal complaint, Tompkins is restricted to a .02 alcohol-blood content while driving due to his prior drunken driving convictions.

A preliminary breath test indicated he had a .157 BAC at the time of his arrest.

He was released from custody on a $2,000 signature bond.
