Man accused of obstruction

Felony bail jumping also charged

Terry L. McDougal Jr., 38, Waupaca, is charged with two counts of felony bail jumping, obstructing an officer and operating without a valid license.

On Aug. 23, Waupaca Police Officer Tome Grant was on patrol when he saw McDougal driving a silver sedan.

Grant knew McDougal did not have a driver’s license and that he was previously convicted of operating without a license.

According to the criminal complaint, McDougal parked his car near a trailer on the 500 block of Center Street.

McDougal allegedly hid behind the trailer until Grant ordered him to come out.

Grant described McDougal as “uncooperative and belligerent.”

McDougal allegedly denied being in the vehicle.

He said he knew who lived at the Center Street house where Grant located him, the complaint says.

However, when the actual residents arrived, they said they did not know McDougal.

He allegedly continued denying he had been driving the vehicle, even though he had the keys.

McDougal remains in custody on a $500 cash bond as of Sept. 3.

On Feb. 21, he was charged with delivery of cocaine and released on a $1,000 signature bond.
