Dunkin’ Donuts planned in Waupaca

Shop to be built on West Fulton Street

Plans are underway to build a Dunkin’ Donuts on Waupaca’s west side.

“We’ve been working with them about 1 1/2 years to put the deal together,” said Tony Hoes. “They’re real excited to be here.”

The restaurant is being planned at 1030 W. Fulton St.

Hoes, of Waupaca Development LLC, spoke about the project when the city’s Plan Commission met on Sept. 4.

He told the commission they are applying for an early start permit.

“We’re shooting for a spring opening,” Hoes said.

The commission approved the site plan and also recommended approval of a special use permit for the restaurant.

That recommendation goes before the common council next.

The property is in a Strip Commercial District.

A special use permit is required for all restaurants in that district.

A 1,629-square-foot Dunkin’ Donuts – with a drive-thru – is proposed at the site.

There is access to the property from both Fulton Street and Covered Bridge Road.

Justin Berrens, the city’s public works director, said the driveway off of Fulton Street is being narrowed down as part of the project.

That should improve safety, he said.

Berrens described it as a “well done project” and said the developer is going beyond the storm water requirements.

Traffic safety issues

Mayor Brian Smith expressed concerns about the 40 mph speed limit on this section of Fulton Street.

Domino’s Pizza has moved from Furman Drive to Arby’s former space on Fulton Street.

Its new space is in the strip mall behind the proposed Dunkin’ Donuts site.

Smith expects traffic to increase in the area.

Berrens said state approval is needed to change the speed limit on a state highway.

Andrew Dane, the city’s interim community and economic development director, said the concern is worth noting.

He said that speed limit does seem a “little excessive for a neighborhood commercial district.”

The city could follow up with the state Department of Transportation for monitoring, Dane said.

Hoes said a reduced speed limit in that area would be welcome.

“We’re really excited about this project,” he said.
