High-speed chase in Waupaca County

Officers pursued vehicle 26.7 miles

Andy J. Roxbury, 31, Berlin, is charged with fleeing an officer, felony bail jumping and misdemeanor bail jumping.

He faces identical charges in both Waupaca and Waushara counties.

At 12:45 a.m. Wednesday, Oct. 9, dispatch informed Waupaca County Deputy Paul Hanneman that a Waushara County deputy was trying to stop a vehicle that was northbound on State Highway 49.

Hanneman was on the side of State 49 just south of U.S. 10 when he saw a Chrysler Sebring speed by him.

He began following the vehicle and was soon traveling more than 100 mph to keep up.

Police later identified the driver as Roxbury.

According to the criminal complaint, Roxbury ran red lights and stop signs, straddled the center line as he drove down the middle of the road and made numerous turns onto state and county roads.

Hanneman reported speeds reached 120 mph while going east on State 96.

Weyauwega Police Officer Justin Malueg set up spike strips on County Trunk W near U.S. 45.

Roxbury hit the spikes, but did not slow down, the complaint says.

Its tires were deflated, and the rims made sparks as the vehicle turned north onto U.S. 45.

As Roxbury crossed State 96, he allegedly drove straight through the middle of the roundabout.

Near County Trunk D, Roxbury’s car went into the wrong lane, nearly hit a New London squad car and then crashed in a ditch.

Roxbury exited the car and began running, the complaint says.

Malueg, Hanneman and New London Officer Ryan Gloe pursued Roxbury and arrested him at gunpoint.

Roxbury allegedly told the officers he had been smoking meth that evening.

“He was very paranoid and said he thought that people were coming to get him,” the complaint says.

Roxbury is currently in Waupaca County jail on a $2,500 cash bond.

Roxbury’s record

On Feb. 1, 2017, Waushara County charged Roxbury with burglary, theft and misdemeanor bail jumping.

He missed a Feb. 7, 2017, court appearance and a warrant was issued for his arrest.

On Jan. 19, 2018, Roxbury was in custody and appeared in court for a bail hearing.

He was released on Jan. 26, 2018, after posting a $5,000 cash bond.

On Feb. 19, 2019, Roxbury failed to appear in court again, and a warrant was issued for his arrest.

Waushara County also forfeited his cash bond, and the case remains open.

Meanwhile, Outagamie County charged Roxbury on Aug. 7, 2018, with felony bail jumping, two counts of misdemeanor bail jumping, two counts of resisting an officer, possession of marijuana and possession of drug paraphernalia.

He remained in custody on a $6,000 cash bond until his sentencing on Oct. 24, 2018.

Outagamie County placed Roxbury on 24 months probation and sentenced him to another 90 days in jail.
