Second man charged in heroin death

Milwaukee suspect held on $250,000 cash bond

Victor L. Winston, 32, Milwaukee, is charged in Waupaca County with first-degree reckless homicide.

He is accused of selling the heroin that killed 50-year-old Sheila Behm in Farmington.

At 10:30 a.m. on March 26, 2017, deputies found Behm lying in bed, with a straw, a piece of aluminum foil and a cellphone by her right arm.

An autopsy performed in Milwaukee County indicated a mixture of heroin and fentanyl caused Behm’s death.

Investigators learned Behm gave Matthew Mead, 38, a ride to Milwaukee where he purchased 0.5 grams of heroin from an African-American man he only knew as “Nike.”

Hours later, Behm was found dead from an overdose.

A witness told investigators Mead arranged for him to purchase heroin from “Nike” on March 27, 2017.

He described “Nike” as a heavy set bald, black male, with a large nose and in his 30s.

Investigators learned “Nike” changed his phone numbers shortly after Behm’s overdose.

Efforts to contact him were without success, and the search for the identification of “Nike” continued.

Another witness had five different numbers, all with 414 area codes, related to “Nike.”

This witness exchanged text messages with “Nike” 1,553 times between Sept. 8, 2015, and July 12, 2016.

Many of the messages were related to drug transactions.

DEA agents later located one of the phone numbers associated with “Nike” to the 8800 block of West Howard Avenue in Milwaukee.

Investigators then identified Winston as residing on that block.

According to the criminal complaint, Winston matched “Nike’s” physical description provided by witnesses.

Winston is currently in Waupaca County jail on a $250,000 cash bond.

He faces up to 40 years in prison if convicted of first-degree reckless homicide.
