Manawa man charged with identity theft

Police say suspect’s van seen on security video

James M. Kemp, 43, Manawa is charged with felony identity theft.

On Saturday, May 30, Waupaca Police Officer Jeffrey Mason spoke with a woman who said she lost her wallet in Oshkosh.

The woman said her debit card had been used in two transactions at the Kwik Trip in Waupaca.

Mason then met with the manager at the Kwik Trip on County Trunk QQ.

The manager found the card had been used for two transactions on May 28.

The first transaction was to pay $60.24 at the fuel pump. The second transaction was inside the store for $46.35.

Security video showed a man with a mask covering his face and a hoodie covering the rest of his head.

According to the criminal complaint, he was pumping gas into a blue GMC Safari van.

Mason called the victim and asked her to describe her neighbor’s vehicle.

She said it was a blue GMC Safari van.

Department of Transportation records indicted the license plate number belonged to Kemp.

After an initial court appearance on Sept. 22, Kemp was released from custody on a $1,000 signature bond.
