Man accused of child sex crimes

Charges follow drug investigation

Waupaca County prosecutors filed two criminal complaints against Keilan Rasheed Washington, 24, Waupaca, alleging he sexually assaulted two teen girls.

He is charged with sexual assault of a 15-year-old girl, repeated sexual assault of a 13-year-old girl, two counts of child enticement and two counts of exposing his genitals to a child.

Police uncovered the allegations of sexual assault during an ongoing drug investigation involving Washington.

On Aug. 25, Waupaca police responded to a 911 call reporting that a man and woman were in their front yard on the 600 block of Evans Street screaming at each other.

By the time officers arrived, the suspect, identified as Washington, had left in a green Dodge pickup truck.

A 24-year-old woman said she and Washington had been arguing and she told him to get his belongings and leave.

After Washington left, she locked the door.

When she refused to allow Washington back into her residence, he allegedly broke down the door and retrieved his belongings.

She said Washington yelled at her and called her names.

Waupaca Police Officer Paul Benzschawel located Washington in his pickup traveling northbound on Harrison Street.

According to the criminal complaint, Benzschawel activated his emergency lights and siren, but Washington continued traveling 45 mph in a 25 mph speed zone.

The truck turned west onto River Street, then north on Brainerd Drive.

Benzschawel terminated the pursuit on Brainerd Drive due to the high speeds in a residential area.

He turned off his emergency lights and siren, but continued on Brainerd to Larson Drive.

Waupaca County Deputy Justin Malueg responded to Waupaca’s call for assistance.

He spotted the green pickup turn south into a field off Erickson Road, about one-half mile east of County Trunk Q.

Malueg reported that Washington ran into a swamp.

Officers eventually located Washington and took him into custody.

Washington was charged with fleeing an officer, obstructing an officer, disorderly conduct, criminal trespass and criminal damage to property.

On Aug. 26, Waupaca police conducted a search warrant of Washington’s apartment on the 500 block of South Main Street.

Officers seized 50 grams of marijuana, more than 60 grams of THC wax and a 9mm handgun.

Washington remained in custody until Oct. 14, when he posted a $2,500 cash bond.

A condition of his bond was that he have no contact with the victim.

On Oct. 20, he failed to make a scheduled court appearance.

On Nov. 18, police found Washington hiding in the back of the victim’s Jeep Grand Cherokee.

The woman said she had picked up Washington so he could see their 1-year-old child.

Officer Thomas Grant reported finding 3.3 grams of marijuana in a backpack that belonged to Washington.

Washington was charged with possession of marijuana with intent to deliver, two counts of felony bail jumping and one count of misdemeanor bail jumping.

The court ordered a $5,000 cash bond as a condition of Washington’s release from custody.

Sexual assault charges

During his investigation, Grant learned that Washington allegedly had been in a relationship with a 13-year-old girl.

The girl said Washington contacted her after he broke up with his girlfriend in the spring of 2019.

According to the criminal complaint, he told her she appeared mature for her age and asked if she was good at keeping secrets.

She said Washington began liking her pictures on Facebook.

On Nov. 4, 2019, Washington allegedly gave the girl a ride to his apartment on South Main Street where they smoked pot and had sex.

Although she described the experience as painful, the girl told investigators, “He was the only one that ever showed that he loved me, so I thought it was OK,” the complaint says.

She accused Washington of calling her “a nasty slut,” locking her in his apartment and threatening her.

The girl said Washington made her pregnant and gave her a sexually transmitted disease.

“I trusted him and he played me like a video game,” the girl told investigators.

On Dec. 1, 2020, Grant spoke with a 15-year-old girl who accused Washington of having sex with her when she was 14.

She described the experience as painful and recalled “staring at the ceiling wishing it was over.”

Following the sexual assault allegations, Judge Vicki Clussman set a $50,000 cash bond on Dec. 3 as a condition of Washington’s release.

He remains in custody.
