Police arrest two men in camper

Waupaca police arrested two men in a camper on the 300 block of Waupaca Street.

Antoine Kadeem Klepps, 29, is charged with possession of methamphetamine, felony bail jumping and criminal damage to property.

Carlito M. Tello, 22, was charged with possession of methamphetamine and misdemeanor bail jumping.

On Dec. 16, Waupaca Police Officer Thomas Grant learned Klepps was residing with Tello in a camper on Waupaca Street.

Klepps had an active warrant and was subject to a bond for a felony charge of failing to follow the rules of the sex offender registry.

Grant had information that Tello may have a handgun.

While standing outside the camper, Grant heard what he believed was the clicking sound of a butane lighter and suspected the occupants were using meth.

When Grant knocked on the door, Tello opened it a crack. The officer could see Klepps and Tello inside the camper.

Grant ordered Klepps to step outside, but Klepps disappeared from the officer’s view.

Due to Klepps’ record, Grant drew his service weapon and again ordered Klepps to exit the camper.

Klepp exited and was immediately arrested.

Inside the camper, officers reported finding 0.5 grams of meth, a 45-caliber handgun with one round in the chamber and three in the clip, and a damaged GPS ankle bracelet.

Klepps was supposed to be wearing the bracelet, the complaint says.

Klepps’ record

On June 28, 2010, Jackson County convicted Klepps of third-degree sexual assault and placed him on five years of probation.

On Sept. 9, 2011, Jackson County revoked Klepps’ probation and sentenced him to 3 1/2 years in prison with 236 days credit.

On April 13, 2020,Waupaca County charged Klepps with failure to comply with the rules of the sex offender registry.

On July 7, 2020, police arrested Klepps after he failed to appear in court. He was released on a $2,000 signature bond.

On Aug. 26, Klepps failed to appear in court again. He was arrested on Sept. 14.

On Sept. 21, a letter sent to Klepps was returned to the court because there was no forwarding address.

On Oct. 15, Klepps was back in custody and appeared in court via Zoom.

On Oct. 22, Klepps entered a not guilty plea. His signature bond was continued and he was released from custody.

By the time of his arrest on Dec. 16, another warrant had been issued for his arrest.

Klepps is currently in custody on a $10,000 cash bond.
