Clintonville delays road work project

Construction pushed back to 2022

Road construction planned this year in Clintonville will be pushed back to 2022.

The project involves Shaw, Paulina, West 13th and West 14th streets.

The Clintonville Streets Committee was informed about the delay at its Feb. 25 meeting.

City Administrator Sharon Eveland told the committee that the city has faced numerous obstacles in finalizing everything for the project.

“It has significantly delayed being able to finalize everything for bidding,” Eveland said. “And these are things that have really been out of our control, specifically with property acquisition, and getting right of way work done through the title company.”

Eveland said the city probably would not be ready to put the project out on bid until early April. She added that that is not an “ideal time” to put a project out on bid.

“We may very likely run into issues of even getting people to bid on it in the first place or getting much higher costs than we would really anticipate and would be able to fund,” Eveland said.

The engineering firm working on the project recommended delaying the construction portion of the project until 2022, Eveland said, adding that she agreed with that recommendation.

If the project is delayed until next year, the project would be put out on bid in October or November of this year.

CDBG grant

Delaying the project would also require the city to request an extension for the use of the Community Development Block Grant grant it had received for the project.

“Currently the grant requires construction to start by July 1,” Eveland said.

The grant also has a project completion clause for the end of October.

“I just think that at this point we’re really kind of setting ourselves up for failure if we move forward with still trying to bid this out to start construction this year,” Eveland said.

She added, “I just don’t think we’re going to be able to get the numbers and have sufficient competition amongst bidders to really be right for the city.”

Members of the Streets Committee agreed with pushing back the scheduled project.

With the project pushed back to 2022, Streets Committee Chairman Jim Supanich some smaller road construction projects should be completed this year instead.

“Certainly, we can look at that,” Eveland said.

The committee will discuss those projects at its upcoming March meeting.
