Waupaca man sentenced to prison

Blank convicted for dealing meth

LeeRoy R. Blank, 39, Waupaca, will spend the next six years in state prison.

Outagamie County Circuit Court Judge Gregory Gill Jr. convicted Blank of possession of methamphetamine with intent to deliver.

He sentenced Blank to six years of initial confinement and six years of extended supervision.

On Aug. 22, 2017, investigators with the Lake Winnebago Area Metropolitan Enforcement Group – Drug Unit executed a search warrant at a hotel room and located over 350 grams of methamphetamine in a safe, numerous small plastic bags, drug ledgers, money transfer receipts and a digital scale.

Blank told investigators the methamphetamine belonged to him and that he regularly picked up one-quarter to one-half of a pound of methamphetamine for distribution, according to a press release from the state attorney general’s office.

Blank explained the meth located in the safe was from a pound of meth he picked up the previous day.

Outagamie County filed charges against Blank on Jan. 11, 2019. Assistant Attorney General Peter Hahn prosecuted the case.

“In recent years, meth has caused significant harm to many Wisconsinites struggling with substance-use disorder,” state Attorney General Josh Kaul said. “This sentencing brings accountability to a drug dealer who possessed hundreds of grams of that dangerous drug.”

Waupaca County prosecutors filed meth distribution charges against Blank on July 2, 2018.

On March 24, 2018, officers recorded a phone call between Blank and Bonnie J. Piskorski, 55, Ogdensburg.

Blank was in Brown County jail at the time.

Blank allegedly told Piskorski to expect a package in the mail with 128 “basketballs.”

Police say “basketball” or “8-ball” is a term used by drug dealers for 3.5 grams of meth. Investigators suspected there was nearly 1 pound of meth in the package.

On March 25, 2018, officers executed a search warrant at Piskorski’s home on Kriese Road in Ogdensburg. They seized 222 grams, about 7.8 ounces, of meth which they found hidden in a barbecue grill, according to the Waupaca County criminal complaint.

Waupaca County charges against Blank were dismissed on Aug. 17, 2020.

He has remained in Waupaca County jail since July 18, 2018, first on a $20,000 cash bond, then awaiting disposition of the Outagamie County charges.
