More charges in ongoing investigation

Four people face narcotics charges following an overdose.

Miranda M. Ovenshire, 35, Waupaca, is charged with delivery of fentanyl, second-degree reckless endangerment, possession of narcotics with intent to deliver, maintaining a drug trafficking place and felony bail jumping. She remains in custody on a $5,000 cash bond.

Terry McDougal, 40, Waupaca, is charged with second-degree reckless endangerment, delivery of heroin, possession of heroin with intent to deliver and maintaining a drug trafficking place. McDougal is in custody on a $5,000 cash bond.

Joshua B. Voight, 42, Wisconsin Rapids, is charged with possession of narcotics with intent to deliver and possession of drug paraphernalia. Voight failed to make a July 6 court appearance and the court ordered a warrant for his arrest.

William J. Sanders, 38, Waupaca, is charged with possession of methamphetamine and possession of LSD. Sanders remains in custody on a $5,000 cash bond.

At 2:42 p.m. on April 6, Waupaca Police Officer Tom Grant learned that Ovenshire was at the Ramada. She was accused of selling three bindles of heroin to Jeremy Roe, who overdosed and needed to be revived with nalaxone.

At the time, Ovenshire was out on a $3,500 signature bond after being charged with multiple drug-related offense in December 2020.

She had rented the hotel room and McDougal was staying with her.

When officer arrived, Ovenshire was alone in the room.

According to the criminal complaint, Ovenshire said McDougal had gone to Milwaukee to purchase heroin and meth.

Police reported finding 4.5 grams of suspected heroin in the hotel room.

At 6:35 p.m., McDougal, Voight and Sanders arrived at the hotel in a 2005 Chevy Suburban that was registered to Voight’s mother, the complalint says.

Police found a red straw with white powdery residue inside the vehicle.

Officers reported seeing McDougal attempt to discard a plastic bag with 4.5 grams of meth in it.

They found 3.2 grams of meth on Sanders, along with two hits of LSD and some ecstasy.

Ovenshire reportedly told Grant that McDougal went to Milwaukee, where he paid $40 per gram for about 10 grams of heroin. She said he gave 4 grams to the driver.

Ovenshire allegedly sold the heroin locally for $175 to $200 per gram.

Voight told Detective Sgt. Bret Rodenz that he gave McDougal a ride that included multiple short stops at homes and gas stations in Plover, Wisconsin Rapids and the Ho-Chunk Casino.
