Mother accused of OWI, reckless endangerment of baby

Taylor L. Fisher, 22, New London, is charged with second-degree reckless endangerment, felony child neglect, a second drunken driving offense and operating while revoked.

At 8:45 p.m. Wednesday, Feb. 17, Waupaca County Deputy Matthew Whitaker was dispatched to a one-vehicle crash near the intersection of County Trunk T and Madden Road in the town of Lebanon.

Whitaker found a vehicle in the ditch when he arrived.

A woman holding a 6-month-old infant was standing outside the vehicle.

Both of them were crying hysterically, according to the criminal complaint.

Whitaker reported the baby was wearing a “onesie” made of T-shirt material, and the woman was wearing sweatpants, a long-sleeve T-shirt and an open light jacket.

Due to the weather and temperature, Whitaker escorted them to his squad car.

The deputy searched her vehicle and found her work ID, which identified her as Fisher.

Dispatch indicated Fisher’s driver’s license was revoked.

She was convicted of her first OWI on March 11, 2020.

Whitaker was unable to communicate with Fisher, the complaint says.

“Taylor stared off as if I were not even there,” Whitaker reported.

After Fisher failed to perform field sobriety tests, Whitaker arrested her.

Relatives arrived at the scene and took custody of the child.

“The relatives asked for help in finding a car seat as it was discovered there was no car seat in the vehicle ... Fisher continued to tell me the car seat was with the baby,” Whitaker reported.

A preliminary breath test indicated Fisher had a .227 blood-alcohol level.

She was scheduled for a court appearance on Feb. 22.
