Man charged for summer overdose death

WAUPACA – On July 29, 2026 at 6 p.m. the Waupaca County Sheriff’s Office received a report of a female that was unresponsive and cold to the touch. The female was pronounced deceased at the scene. The cause of death was determined to be an overdose from the usage of an illicit substance.  During the investigation, investigators determined the source of the drugs to be Richard A. Kramer, a Winnebago County resident. Investigators executed a search warrant for Kramer’s residence and found cocaine, numerous prescription medications and firearms.   Kramer was taken into custody and subsequently charged with First Degree Reckless Homicide. He received a $100,000 cash bond at his initial court appearance earlier this week.
