Robert J. Spartichino Jr., 22, New London, was charged with felony possession of marijuana and two counts of possession of drug paraphernalia.
At 1:20 a.m. Feb. 14, New London Police Officer Mike Harlow was driving north on Shawano Street when he saw a southbound vehicle with its headlights off, according to the criminal complaint.
Harlow made a traffic stop and Spartichino was a passenger in the car. When asked if he had been smoking pot, Spartichino reportedly gave the officer a purple and black glass pipe that was still warm to the touch. Police also reported finding two plastic bags with a total of 2.6 grams of marijuana.
He faces up to three years in prison if convicted.
