Tax bills in the mail

Residents should receive their 2010 tax bills in the mail Dec. 9.

"The tax bill comes from the city, but only a portion of the total amount is city taxes," explained City Administrator Lisa Kuss. "The city mill rate is $29 per $1,000 valuation this year, up $2.36 from last year, when it was $26.64 per $1,000 valuation. The lottery credit rose from $88.85 last year to $114.56 this year."

The dollar bill graphic shown with this article represents the percentage per dollar of tax money that goes to each respective entity. Here's how it breaks down:

• 42 cents of every dollar goes to Clintonville Public School District (CPSD)

• 32 cents of every dollar goes to the City of Clintonville

• 19 cents of every dollar goes to Waupaca County

• 6 cents of every dollar goes to Fox Valley Technical College

• 1 cent of every dollar goes to the Pigeon Lake District

• 1 cent of every dollar goes to the State of Wisconsin

The pie chart graphic represents the percent increase from 2009 to 2010 that can be attributed to budget decisions made by each entity. Here's how it breaks down:

• 89 percent of the increase on your tax bill is due to CPSD budget decisions

• 6 percent of the increase on your tax bill is due to City of Clintonville budget decisions

• 4 percent of the increase on your tax bill is due to Waupaca County budget decisions

• 1 percent of the increase on your tax bill is due to FVTC budget decisions

Much of the increase that is attributed to the CPSD can be explained by the district's efforts in pursuing energy efficiency measures.

"When the CPSD was formulating the school budget for 2010-11, the Board of Education agreed to a one-year, one-time levy to exceed the revenue limit for an energy efficiency project as allowed by law. The amount of this increase in the levy was $575,000 district-wide, which was an approximate $1 increase in the school's levy rate," said CPSD Superintendent Tom O'Toole. "This energy efficiency project included HVAC upgrades to both the Dellwood and middle school facilities. The remainder of the increase in the school portion of the levy rate is a combination of a reduction in state aid and a 1.5 percent decrease in district-wide property valuations."
