Two counties seek suspect’s arrest

Waupaca County Judge Troy Nielsen issued an arrest warrant on June 4 for a sex offender who spent 10 years in prison but whose whereabouts remain unknown to the state Sex Offender Registry office.

Michael E. Ball, 44, Waupaca, is charged in Waupaca County with three felony counts related to Sex Offender Registry violations, as well as three counts of felony bal jumping.

On Dec. 14, 1999, Brown County Circuit Court sentenced Ball to 10 years in state prison after convicting him of first-degree sexual assault while using a weapon. He was ordered to register as a sex offender for the rest of his life.

As a registered sex offender, Ball must report any change of address to the registry office within 10 days.
On April 28, 2023, Ball reported that his address was on Shambeau Trace in Waupaca.

On Jan. 11, 2024, Judge Nielsen ordered Ball to be evicted from his residence on Shambeau Trace. He also found Ball liable for $9,862 in damages.

On March 11, Ball reported he was living on Shambeau Trace.

On April 17, the court mailed an order to Ball to disclose his finances, but it was returned as undeliverable because there was no forwarding address.

On June 5, Ball was cited for operating with a restricted substance, following a traffic stop on Oct. 8, 2023. When the case was filed, Ball’s address was listed as being on Maple Street in Waupaca.

During this time, the state Sex Offender Registry office made repeated efforts to determine where Ball was living.

They spoke with the Shambeau Trace landlord, who informed them on March 23 that Ball had been evicted. They reportedly said they believed he was living with his girlfriend’s mother on Maple Street in Waupaca, according to the criminal complaint.

The state office mailed a registry letter to the Maple Street address on April 11, 2024. The post office returned the letter on May 17 indicating the addressee had moved and left no forwarding address.

Other charges, convictions

On April 10, 2023, Waushara County charged Ball with possession of narcotics, possession of cocaine and felony bail jumping. He was released from custody on $5,000 signature bond.

On Oct. 9, 2023, Waupaca County charged Ball with possession of narcotics, possession of cocaine and felony bail jumping. He was released from custody on a $2,000 signature bond.

On May 6, 2024, Ball failed to appear in Waushara County Circuit Court for a plea and sentencing hearing and Waushara County issued a warrant for his arrest.

On Feb. 11, 2019, Waupaca County sentenced Ball to two years in state prison for delivery of heroin. He was released on extended supervision on Sept. 22, 2020.
