Veleker cited for disorderly

A police officer cited Waupaca City Administrator Henry Veleker with disorderly conduct.

At about 12:30 a.m. Saturday, June 15, a 911 call reported a disturbance at Weasel’s tavern, 108 E. Union St., Waupaca.

When officers arrived at the scene, witnesses reported a disturbance involving Veleker that occurred both inside and outside the bar.

Veleker had left the scene, but officers located him walking on South Main Street.

Officer Paul Benzschawel issued Veleker a municipal citation for disorderly conduct and released him.

The incident remains under investigation.

Veleker entered into a disciplinary agreement with the city regarding an OWI two years ago.

Shortly after 12:30 a.m. Monday, April 10, 2017, Waupaca police arrested Veleker for drunken driving.

Officers found Veleker sleeping behind the wheel of his car near the intersection of South Franklin and West Union streets.

Veleker and Mayor Brian Smith signed a disciplinary agreement on April 19, 2017.

In the agreement, Veleker acknowledged he “engaged in serious misconduct … especially in light of his leadership position in the city.”

Veleker has been Waupaca’s city administrator since 1998.

He was also suspended for 10 days without pay, his vehicle allowance was suspended for three months, and he was required to participate in an alcohol assessment and any recommended treatment.

Veleker “agrees that if he engages in any future conduct which leads to legal problems with regard to the use of alcohol, such as another Operating While Intoxicated, or other similar charge, such conduct shall subject the employee to termination,” according to the agreement.

On Sept. 18, 2017, Veleker was convicted of OWI, assessed $924 in fines and court costs, and his license revoked for eight months.
