Shooting suspect charged

Green Bay man in Waupaca County jail

The Green Bay man accused of the July 25 shooting on the Wolf River spent 11 years in state prison for robbery.

Cornelius Dupree Russell, 31, is scheduled to appear in Waupaca County Circuit Court on charges of attempted first-degree homicide, felon in possession of a firearm and obstructing an officer.

Shortly before 4:30 p.m. Sunday, July 25, Waupaca County deputies were dispatched to a gunshot victim on the Wolf River.

They located the victim south of a field on Ostrander Road, about 300 yards down river from a site known as “party beach.”

The victim was bleeding from the head and suffering seizures. He was airlifted to a hospital in Neenah.

Deputies went to Flease’s Wolf River Tubing and Campground, where they questioned people as they were coming off the river.

One of the men they spoke with identified himself as Russell D. Cornelius. He had no identification, but allowed the deputies to take his photo before he left.

Witnesses subsequently identified the shooter as Cornelius Dupree Russell, according to the criminal complaint.

They said Russell and the victim had been tubing with a group of about eight people from the Green Bay area.

Waupaca County Detective Sgt. Jon Loken interviewed the victim on July 28, the day after he was in surgery.

The victim said he and Russell went up onto the shore after the group had stopped along the river.

He told the detective that he heard Russell call his name. When he turned, Russell showed him a gun, then shot him.

Russell is currently in custody awaiting his Friday, Aug. 6, court appearance.

He faces up to 60 years in prison if convicted of attempted homicide.

Prior convictions

On May 29, 2007, Brown County Circuit Court sentenced Russell to 10 years in state prison and five years of extended supervision following convictions for first-degree reckless endangerment with a weapon and robbery with threat of force.

On Nov. 11, 2011, Russell was sentenced to an additional 18 months confinement for battery by a prisoner.

He was released from prison on Sept. 11, 2018.
