Woman faces drug charges

Suspect arrested for felony OWI

Stephanie A. Dillman, 33, Waupaca, is charged with a sixth drunken driving offense, possession of marijuana with intent to deliver, drug trafficking, possession of methamphetamine and cocaine, and chronic child neglect.

At 2:46 a.m. Sunday, Nov. 28, Waupaca County Deputy Curtis Much was traveling behind a westbound vehicle on U.S. Highway 10 in Waupaca.

According to the criminal complaint, the vehicle was weaving between the center line and the fog line before exiting at Churchill Street.

Much followed the vehicle as it turned west onto Evans Street.

The vehicle allegedly slowed to turn into a driveway, drove past it, stopped in the middle of the road, then turned around in a yard.

After returning to Churchill Street, the vehicle turned west on Park Street and the deputy made a traffic stop.

Much reported that the driver, identified as Dillman, had slurred speech and alcohol on her breath.

When Dillman opened her purse to retriever her driver’s license, Much saw a plastic bag with marijuana.

The marijuana weighed 15.3 grams, the complaint says.

At the time of the traffic stop, Dillman’s license was suspended, she was on probation with the condition that she maintain absolute sobriety, and a participant in the county’s drug treatment court.

Much transported Dillman to jail, where a preliminary breath test indicated she had a 0.10 blood-alcohol level.

During a strip search, corrections officers found 0.42 grams of meth in Dillman’s underwear.

She currently remains in custody on a $75,000 cash bond.

Search warrant, prior arrests

On Sept. 23, Waupaca County Detective Sgt. Nathan Nelson conducted an Act 79 search of Dillman’s home in Farmington.

Investigators had been informed that Dillman was dealing drugs.

Under Act 79, law enforcement does not need a warrant to search the home of someone who is on probation or extended supervision.

According to the criminal complaint, offices found 1,036 grams of marijuana, four grams of crack cocaine and a table of ecstasy.

A 10-year-old boy was living in Dillman’s home.

Dillman has five prior convictions for drunken driving or operating with a controlled substance.

On Nov. 20, 2019, Dillman was convicted of possession of methamphetamine, cocaine and meth, all with intent to deliver, and child neglect. She was placed on five years of probation.
