New construction up in Clintonville

Increase ranks in top 10 in Waupaca County

The net new construction for 2019 for the city of Clintonville is 1.29 percent higher than it was in 2018.

The 1.29% figure is higher than the Waupaca County average of 0.96%.

City Administrator Sharon Eveland told the Clintonville City Council at its Aug. 13 meeting that the 1.29 percent figure is still lower than the cost of inflation.

“But we have consistently increased over the last three years,” Eveland said. “We are trending upward, (but) still not where I really want us to be, but we at least going up.”

The 2019 net new construction percentage increase figure ranks the city of Clintonville 10th among municipalities in Waupaca County. The city ranked third highest in Waupaca County when looking at the total dollar amount of 2019 net new construction. The Clintonville had a total of $2.93 million in net new construction in 2019.

Eveland also updated the council on the preliminary performance of the city’s two Tax Incremental Districts (TID).

TID 8, which was primarily undeveloped land before the construction of new apartment buildings, increased from $781,200 to $2.06 million, an increase of almost $1.3 million. That equates to a 164 percent increase in value. The construction of the apartment buildings hasn’t been completed, so Eveland said the value of TID 8 will increase in 2020, which will be after the completion of the construction of the apartment buildings.

TID 9 also has undeveloped land in it, but it also includes Clintonville Elevator, Specialized Products, and Jepson Transport as well. The value of TID 9 increased from $4.6 million in 2018 to almost $5.8 million in 2019, which is an increase of a little more than $1.1 million. That equates to a 25 percent increase in value.

Eveland said most of the increase in value of TID 9 is the result of an expansion at Specialized Products.

“These are good numbers as far as our tax base moving forward for the 2020 budget,” Eveland said.
