Woman faces second narcotics charge in one year

Kelly L. Ferstl, 28, Ogdensburg, is charged with felony possession of narcotics and felony bail jumping.

She was released from custody after posting a $500 cash bond.

At 9:24 p.m. Saturday, Aug. 17, Waupaca County 911 Emergency received a call that a woman was locked in a bathroom and not responding.

One minute later, a second caller said he kicked down the door and found the woman on the floor. Her face was purple and she was moaning.

Weyauwega Police Officer Elmer Keberlein responded to an apartment on the 100 block of West Main Street, in Weyauwega.

According to the criminal complaint, the woman, later identified as Ferstl, was non-responsive and breathing with some difficulty.

Also in the bathroom were a bindle, a syringe and a black strap.

While treating Ferstl, a paramedic located a bottle cap with white powder in it.

Ferstl reported told the paramedic she had used heroin.

The powder tested positive for fentanyl.

At the time of her overdose, Ferstl was free on a $1,000 signature bond for a charge of felony possession of narcotics and possession of drug paraphernalia.

Conditions of her bond included that she not possess or use any illegal drugs.

On Sept. 17, 2018, Wisconsin State Trooper Kendi Linjer stopped an eastbound vehicle on U.S. Highway 10.

Officers subsequently found a tin cap with a white powdery substance, 16 syringes, a spoon, two razor blades, forceps and paper towels with blood.
