Scott A. Stiebs, 46, New London, was charged with felony strangulation, misdemeanor battery, disorderly conduct and possession of drug paraphernalia.
Shortly before 7 p.m. Thursday, Dec. 18, officers were dispatched to the area of Jolly Rogers Pizza in New London in response to a reported fight.
When New London Police Sgt. Todd Sarazin arrived he saw Waupaca County Sheriff’s Deputy Dan Lewinski talking with a woman in front of Copper Shot Bar.
The woman told Lewinski that Stiebs was her ex-boyfriend and accused him of slamming her head against a van, punching her in the face several times and choking her.
New London Police Officer Ryan Denu later found Stiebs standing in front of Jolly Rogers, smoking a cigarette. When Stiebs was taken into custody, police reported finding a metal pipe with marijuana residue in it.
