Falsehoods fall apart during traffic stop

FREMONT – Scott Richard Hall, 62, of St. Germain, Wis. has been charged with identity theft-avoidance, felony bail jumping, obstructing an officer and possession of THC.
On Nov. 10, Waupaca County Sheriff Deputy Bruce Tesch noticed a vehicle with no illuminated taillights. According to the criminal complaint, it was going southbound on State Highway 110 to Riverview Drive in Fremont. He turned on his red and blues and pulled the vehicle over near U.S. Highway 10.
The driver got out of the gray 2006 GMC Envoy and walked towards the squad car. Tesch ordered the man to walk back to his vehicle and he called for another unit to respond.
Tesch approached the man and he said his name was Kurt D. Hall and he provided a Manitowoc address. He said he did not have an ID on him but he did provide proof of insurance.
Tesch did a records check and Kurt Hall had a revoked license, was on probation, and had a harassment injunction against him. Other records indicated the vehicle was registered to Judith and Kenneth Novak. Ms. Novak was the petitioner of the harassment injunction and also Hall’s mother.
There were two passengers in the car. Tesch did a records check on them and they came out clean.

Kurt Hall called Ms. Novak and spoke with her on the phone. He later gave the phone to Deputy Tesch and he spoke with Ms. Novak.
She told him that he was with her son, Scott Hall, not Kurt Hall, and she gave Tesch his birthday. With that new info, Tesch ran a records check for Scott R. Hall and it revealed he had a felony warrant in Outagamie County and a misdemeanor warrant in Sheboygan County.
Deputy Santiago arrived on the scene, got permission to search the vehicle and found a vape loaded with Grape Kush, a THC-laden substance. He also found Hall’s wallet and inside was a photo ID for Scott R. Hall.
Hall denied he has been drinking when asked and offered to take any tests. Tesch perfomed a HGN [Horizontal Gaze Nystagmus] test and found that Hall was not impaired. It’s an eye test that looks for jerky eyes that indicates impairment from alcohol or drugs.
Tesch handcuffed Hall, searched him and put him in his patrol vehicle. He called Ms. Novak to get permission for the passengers to operate the GMC Envoy. She gave her consent. While she was on the phone, Hall told his mother he would need $15,000 for bail money.
