Townhouse-style homes development proposed

NEW LONDON – A housing development is being proposed on the corner of County DD, Orville Drive, and Northpoint Drive in the city of New London that would include a total of 19 units of townhouse-style homes.
Austin Dyb, director of Community Development for the city of New London, told the New London Plan Commission at its Feb. 26 meeting that a developer is proposing the construction of townhouse-style homes, which would be constructed in four rows on the property. Each townhouse would have a single-car garage and no basement. The development may be served by a HOA or condo association for snow removal and other maintenance needs.
Access to the property would be from County DD and Northpoint Drive with a private drive leading to a parking area for the development.
A retention pond would serve the development for stormwater management in the southeast corner of the development.
“That stormwater facility will be reviewed by city staff and engineering to make sure it complies and will be able to serve the development associated with the proposal,” Dyb said.

The property is currently zoned as mixed residential low-density, Dyb said. Because of the residential density in the proposal, the property would need to be rezoned to residential zoning that accommodates a higher residential density.
Dyb recommended that that mixed residential high-density be adopted by the city for the development.
“That will start with the comprehensive plan, followed by a rezone, which will go to review to you guys, and then actually to (common) council for final approval,” Dyb said.
He added that the type of housing being proposed for the development “are intended to be affordable for people to be able to come in and purchase these homes.” According to the proposal, each home is intended to be individually owned.
This type of housing is needed in the city according to the city’s comprehensive plan, Dyb said.
Dyb was asked if there are any concerns about parking at the proposed development.
He said all parking requirements are met according to the submitted proposal.
