Parking lot engineering approved

Cost is $39,263

CLINTONVILLE – Engineering to repave the main parking lot at Bucholtz Park was approved by the Clintonville Common Council at its Oct. 14 meeting.
The council awarded the engineering contract to Kunkel Engineering. The cost of the engineering is estimated to be $39,263, with the funds coming from the city’s capital budget.
When the Clintonville Finance Committee discussed the repaving project at its Oct. 13 meeting, it considered three bid estimates from Kunkel engineering.
At the committee meeting, Clintonville Public Works Director Justin Mc Auly reminded the committee that several months ago, it was approved to move funds designated for repaving the Clintonville Community Center parking lot to the project of repaving the main parking lot at Bucholtz Park. He said the city had now received engineering and construction bids for that project.
The base bid, which would repave the main parking lot by the Aqua Park, came in at $301,013. This bid included the cost of engineering.

Mc Auly said the city’s budget for the project is $250,000.
In an effort to reduce the cost of the project, Mc Auly said the city may be able to provide the crushed material for the project and do some of the work in-house.
“This is just an estimate based off market values they’re going on here in 2025,” Mc Auly said.
The first alternate bid included the cost to pave the second parking lot at Bucholtz Park. This bid came in at $355,712. Adding that total to the base bid, it would cost $656,725 to pave both parking lots.
A second alternate bid was also submitted. This alternate bid would join both parking lots together, Mc Auly said.
“That would be actually having one lot,” Mc Auly said. “They would be doing excavating in between. Removing that tree row. And you’d make it into one lot.”
The bid for the second alternate came in at $368,638. Adding that total to the base bid, it would cost $669,651 to repave the main parking lot and join it to the second parking lot with asphalt.
Committee Chairman Greg Rose asked if city could do any of the unclassified excavation since that was one of the most expensive items in the bids.
Mc Auly said there have been discussions about the city removing the asphalt and gravel from the parking lot and hauling it to the city’s crush pile. He added that providing the crushed material for the project could possibly reduce the cost of the project.
Ald. Darrell Hansen asked if the city’s public works department has available time to do some of the work in-house.
Mc Auly said that was a good question.
Clintonville City Administrator Caz Muske told the committee that the base bid is for a parking lot that has historically been paved with asphalt. The two alternate bids are for the overflow parking lot that has never been paved. She added that from a funding perspective, the city does not have $300,000 in its Capital Improvement Plan for the overflow parking lot project.
“From what I’ve seen for other projects in the past, if we were only to do the base bid now, there’s no reason we couldn’t tack on to that five years down the road,” said committee member Brandon Braden. “But it seems like financially, if we do work in-house, anything more than the base (bid) is financially not in the cards right now.”
